It was revealed by authorities that the energy use efficiency in China is only 33%, 20 percent lower than the global average level. The Chinese government has set the goal of reducing energy consumption per GDP by 20% as a mandate indictor of 11th Five-year Plan.
 
Based on this goal, there will be a 3000 million RMB worth potential energy-saving market in China, including energy saving in industry, construction and transportation. However, according to the statistics, the energy saving market in China in 2006 was worth only 8.255 billion RMB. The huge gap indicated that there are still huge space for further development in energy saving industry in China.
 
Of course, the huge market value needs time to be released. There are business opportunity for both energy saving in new projects and that in old projects.
 
For new projects, energy saving assessment has been one of the six necessities to open up, with the same weight as project assessment and land use assessment. New projects need to use energy-saving products and equipments to meet the requirements.
 
For old projects, they have signed energy-saving task agreements with governments to reduce energy consumption and phase out high-energy-consuming equipments.
 
In another aspect, energy service has become a new emerging industry in China. In China now, many "contracting energy saving" companies were established to help enterprises to meet the energy saving goal.
